DescriptionCurrently with unreal, the user has to be completely modeless for ~q: ~n: etc, mute/nonick bans to work.

Any chance this could be adjusted, maybe with a config option
eg. { bans-effect-everyone "yes/no"; }

maybe in unreal 3.2 or if not, in the newer 3.4 build?

I don't like this idea. It has a number of implications.

In my humble opinion you should not give users +v (voice) if you also want to ban them. The whole idea of voice is so users can speak, hence the name... voice :D
