Summary0004227: [feature] Add ability to grant access to users based on user mode.
DescriptionNot sure about the best way to do this. Perhaps perhaps a channel mode that allows users with specific modes gain specific access.

As an example, allow umode +o to be +o in #Help or umode +N gets SOP access in #Opers

Correction, +N gets +qo, not SOP access as SOP is a services thing.

I think this is an item that is more of a job for the services running on the network. I don't see much need for the IRCd to manage this, and as Unreal is designed to be run with services, it would be a services kind of thing.

Anyone else have thoughts on this?
